The structure must also be 15 feet high or less, create no dwelling, contain no plumbing and sit outside a flood hazard area. The list closes with other work as determined by the building official. Nothing on the page names a carport, and the pages read state no rule for an attached carport.
Why a 20x20 carport is a different case
In Austin, a 20x20 carport covers 400 square feet, twice the 200 square feet in the city's exempt-work item. A carport that size sits outside that wording on area alone. The city's HOME amendments page, updated September 8, 2026, adds a floor-area measure. A carport stays out of gross floor area and floor-area ratio when at least two sides are open and clear. Clear here means unobstructed for at least 80% of the area below the top of the wall plate. That measure applies inside the area the city calls the McMansion boundary.
